Kyoto's Kitano Tenmangu shrine complex may be more well-known for its monthly flea markets (held on the 25th), but it has recently become an autumn foliage spot of some repute as well. The shrine's garden follows a stream in a valley on the western side of the property that is blessed with 250-300 maples. There are also light-up events held until early to mid-December. Entrance to the maple garden is ¥1000, but you can wander the rest of the grounds for free.
