Not to mention, the foundations and cancelers are very affordable and mostly full coverage. What is probably the best to buy here are individual eyeshadows, lip stains, and foundations.

StyleNanda has beautiful, quality cosmetics. Their most famous products are their original-colored blushes and their liquid lipsticks. StyleNanda also stocks a lot of skincare products and specialty makeup brushes. However, it is a relatively expensive brand.

Matsumoto Kiyoshi is the definition of a drugstore brand. Found almost everywhere in Tokyo, it's hard to go somewhere where you won't find one of these stores. Like your local CVS or Walgreens, Matsumoto Kiyoshi stocks affordable makeup and skincare. It is especially good if you have run out of (or forgotten) something from your makeup bag at home.
