Although the Sunshine Tower in Ikebukuro isn't the most famous observatory in Tokyo, its atmosphere and views are top notch. The walk up windows and comfortable couches with great views make it unique. The thin crowds and lots of space make it especially comfortable. And for photographers, the seemingly liberal tripod policy makes it one of the best places for taking photos. With a low cost of only 620 yen, it's definitely a trip worth taking if you're looking for good views of the city.
